Before retirement from Bowles Rice LLP, Rebecca Tinder enjoyed a general law practice as both a solo practitioner in Morgantown, WV and Bluefield, WV and as a member of a small firm, Bell & Griffith, LLC. In 2000, Rebecca was drawn to Charleston to represent the West Virginia Board of Education and the West Virginia Department of Education (2000-2005), where she worked cooperatively with the Board and Department in the various areas of education and oversight. During her tenure at the Department, she eliminated the back log of pending licensure investigations and cases while maintaining an open-door policy as a resource for State Department and county education administrators. She was also instrumental in expanding the Department website to be more user-friendly and to include Superintendent Interpretations and West Virginia Ethics Commission Opinions.

Mark H. Hayes is a member of the law firm of Robinson & McElwee PLLC, in its Charleston office, and serves in its litigation department and as one of its two professional responsibility members. Mark’s practice in both West Virginia and Kentucky is focused on the defense of product liability claims, including asbestos, chemical exposure, and other serious and mass tort actions. He represents a variety of clients across several industries including large and small manufacturers, oil and gas companies, distributors, service providers and trucking companies, and has been named a “Best Lawyer” for mass tort, class action and product liability defense. He is a member of the International Association of Defense Counsel and previously served as the DRI State Representative for West Virginia and as a member of the Visiting Committee for the West Virginia University College of Law. He also previously served as the president of the Defense Trial Counsel of West Virginia, chair of the West Virginia State Bar’s Unlawful Practice of Law Committee, past president of the Cabell County (WV) Bar Association, and past president of Huntington Area Habitat for Humanity.

Hampton Rose’s multi-faceted practice is rooted in a desire to get things done. Even as a 4th generation West Virginia lawyer, Hampton took a unique path to his profession. Prior to law school, Hampton operated heavy equipment in West Virginia coal mines and remains certified as a black hat miner. That experience opened Hampton’s eyes to the energy industry in West Virginia and helped him develop his skills as a problem solver.

| Rob is a graduate of West Virginia University with an undergraduate degree in social studies education (5-12) and criminology (1988); Marshall University with a Masters Degree in Criminal Justice (1994); and West Virginia University College
of Law (2001).
After spending nearly 10 years as a West Virginia State Trooper, Rob returned to WVU to pursue his legal studies and ultimately dedicated to serving his community as an attorney. His experience as a state trooper has helped him in the
legal realm. His police training has helped him greatly in injury claims. On multiple occasions, Rob has used his police training to spot errors in traffic crash reports. This has allowed him to settle claims that originally appeared
to be his client's fault. Further, knowing police procedure helps him spot any possible mistakes that can bolster his clients' defense against criminal charges. Rob's criminal defense skills have earned him recognition as an expert
in criminal defense in West Virginia.
While Rob's practice is dedicated to litigation, he is also a trained mediator. He has participated in mediation trainings with the WV State Bar; The Labor Arbitration Institute; American Arbitration Association (Mediation Training); and
Cornell University, The Scheinman Institute on Conflict Resolution, Mediation Course. He is effective at Zoom mediation and is skilled in breakout rooms and screen sharing. He has mediated over 350 cases involving personal injuries
and property damage, many of these have been governmental liability cases (1983 cases) in which Rob has drawn on his law enforcement background to aid in the resolution of the issues.
Rob frequently presents ethical instruction for National Business Institute (NBI). For many years he also instructed West Virginia State Police Cadets in search and seizure issues. He also hosts a weekly, informational radio show, "Ask
the Attorney," on WVOW-FM (101.9) in Logan, WV. The show airs on Wednesday from 8:45 until 9:00 am and he discusses current legal issues or answers callers' legal questions.

| Rose Humway-Warmuth serves as the City Solicitor for the City of Wheeling, West Virginia and is in her 25th year of municipal public service. She has served as the International Municipal Lawyers Association (IMLA) State Chairperson for West
Virginia and has repeatedly received certification as a Municipal Law Fellow signifying legal expertise in local government practice. She served on the Policy Advisory Committee of the IMLA, Legal Advocacy Committee, and serves on the
Finance/Investment/Audit Committees, has been a member of the IMLA National Board of Director, served as an officer of the IMLA being Secretary/Treasurer, President-Elect and President 2023-2024.
She has served as a member of the Municipal League of West Virginia’s Legislative Review Committee, consistently working with the State League on legislative municipal issues and has worked with the Legal staff of the WV Office of the
Governor and the Municipal League on crafting several House Bills, which resulted in or improved current state-wide legislation of interest to municipalities and local governments. She is the President of the State of West Virginia
Municipal Attorney's Association and a member of the local county bar, sits as a member of its Board of Directors, member of the West Virginia Bar Association, its Association’s Government Lawyers Committee. She lives in Wheeling,
WV with her husband, Brian, and enjoys competitive cooking and has won numerous awards, including International Chili Society Cook-Offs and Pillsbury Bake-Offs.

Andrea currently serves as Agency Underwriting Counsel for West Virginia at First American Title Insurance Company. In this role, she provides underwriting support, counsel, and authorization to agents on residential and commercial real estate transactions. Prior to joining the West Virginia Agency Team, she worked with the Minneapolis office of First American National Commercial Services (NCS). With NCS Andrea underwrote complex commercial transactions across the Midwest. She also previously served as State Underwriting Counsel for another national title insurance company. Prior to her work in title insurance, Andrea primarily worked in the oil and natural gas industry, researching and writing certified title opinions and division order title opinions for major oil and gas exploration companies. Andrea has represented clients in general real estate related matters, including title curative matters. In addition to her legal career, Andrea spent a period of time with West Virginia University, where she was the Director of the Women’s Business Center. At the Women’s Business Center, Andrea helped clients establish and served as Adjunct Faculty for the WVU Davis College of Agriculture, Natural Resources, and Design. |
